
Northern European data center operator Delska has reached a major milestone with its upcoming EU North Riga LV DC1 facility, which has been awarded Uptime Institute Tier III Design Certification ahead of its planned launch later this year. The designation guarantees stringent redundancy and availability standards, ensuring 99.982 percent uptime and uninterrupted operations, even during maintenance windows.
For businesses running mission-critical workloads, the certification represents assurance that the Riga site will deliver stable and resilient infrastructure.
The 10 MW data center is being developed with next-generation applications in mind, offering up to 250 kW per rack to accommodate high-performance computing and artificial intelligence. Its modular 6,000 square meter footprint provides flexibility for scaling, with the potential to expand campus capacity to 30 MW. The project reflects broader trends in Europe, where demand for reliable data center space is rising even as power constraints in major hubs push operators to alternative markets.
Sustainability is a defining feature of the new site. The facility will run entirely on 100 percent wind power, supported by renewable diesel for backup systems. Designed for a targeted power usage effectiveness of 1.3, it incorporates free cooling technologies, hot-aisle containment, advanced wall cooling systems, and Trane Turbocor-based chillers. It also supports air cooling and high-density direct-to-chip cooling, enabling efficiency across varied workload types. Delska is pursuing LEED green building certification, which would place it among a small number of certified buildings in Latvia.
Uptime Institute’s Tier III Facility Certification
Following completion, the data center will undergo Uptime Institute’s Tier III Facility certification to validate construction and operational performance. This will make it the third Tier III-certified facility under Delska’s portfolio and its sixth overall. The company already operates two certified data centers in Lithuania and is planning further sites across the Baltics to reinforce regional coverage.
Delska has grown into one of the largest operators in the region, with more than two decades of experience in IT and network infrastructure. Its operations extend beyond Latvia and Lithuania, with points of presence in Frankfurt, Amsterdam, and Stockholm. Services range from cloud and server rental to networking, managed services, and security.
Backed by Quaero European Infrastructure Fund II since 2020, Delska has pursued an aggressive expansion strategy focused on green infrastructure and efficiency. The rebranding of DEAC and DLC under the Delska name in 2024, followed by the addition of RackRay in 2025, has unified its operations under a single regional brand. The certification of EU North Riga LV DC1 underscores Delska’s strategy of combining operational resilience with sustainability as demand for high-performance, energy-efficient data centers grows across Europe.
